Lackon is currently engaged by Winton Shire Council to provide end-to-end Project Management Services for Council’s Disaster Recovery Funding Arrangements (DRFA) Program. Our focus is to restore disciplined program control, protect funding eligibility, and deliver a compliant recovery program with minimal reliance on Council’s internal resources.
We are managing the DRFA lifecycle across activation, damage assessment and submissions, procurement, delivery oversight, contract administration, and acquittal readiness, ensuring works are delivered within Queensland Reconstruction Authority (QRA) deadlines and in line with disaster funding compliance requirements. We are also supporting Council to identify and progress Betterment and resilience opportunities where applicable, to strengthen asset performance and long-term outcomes for the Winton community.
Key elements of our current delivery include:
- Establishing a clear program baseline (scope, cost, schedule, priorities) and a practical recovery pathway.
- Strengthening contractor performance management, reporting, and verification to maintain audit readiness.
- Managing procurement packaging and tender processes to suit local capacity and improve delivery efficiency.
- Providing regular, accurate updates to Council on progress, risks, costs, and required decisions/actions.
This engagement draws on Lackon’s active DRFA delivery experience across regional and remote Queensland and is being delivered as a transparent, accountable partnership that keeps Council in control while reducing administrative burden.
